Rusia, Belarus menjalankan latihan ketenteraan bersama . . .


SitiWanMahani - Rusia, Belarus menjalankan latihan tentera bersama. Satu latihan ketenteraan bersama, yang melibatkan angkatan tentera Rusia dan Belarus, sedang berlaku di Gozhsky, Belarus dan Kaliningrad, Rusia. Presiden Vladimir Putin dan Aleksandr Lukashenko menghadiri acara tersebut, yang digelar Zapad 2013 (West 2013), pada Khamis.

Gerakan menyaksikan buat kali pertama pendaratan bersama unit peninjau daripada 24 askar Rusia dan Belarus, yang pada masa yang sama terjun dari pesawat tentera IL-76MD menggunakan sistem payung terjun yang berbeza.

Russia, Belarus Conduct Joint Army Exercise . . .

A joint military exercise, involving Russian and Belarusian armed forces, is taking place in Gozhsky, Belarus and Kaliningrad, Russia. Presidents Vladimir Putin and Aleksandr Lukashenko attended the event, dubbed Zapad 2013 (West 2013), on Thursday.

The maneuvers witnessed for the first time the joint landing of reconnaissance units of 24 Russian and Belarusian soldiers, who simultaneously parachuted from an IL-76MD military plane using different parachute systems.


No ‘military measures’ in Syria draft resolution - Lavrov

Satu undi pada mengukur boleh berlaku petang Jumaat.

Majlis telah mula rundingan mengenai draf dan boleh mengundi resolusi pada petang Jumaat, secepat Pertubuhan bagi Larangan Senjata Kimia membuat keputusan sendiri mengenai draf dikemukakan, utusan PBB Rusia Vitaly Churkin katanya.

Menteri Luar Rusia Sergey Lavrov mungkin sedikit melanjutkan lawatan beliau ke New York untuk mengambil bahagian dalam undi, dan rakan sejawat dari Majlis Keselamatan negara anggota sedang mempertimbangkan langkah yang sama, Churkin ditambah.

Resolusi yang telah dikemukakan kepada Majlis Keselamatan PBB adalah sepenuhnya selaras dengan rangka kerja Geneva mengenai kemusnahan senjata kimia di Syria, Sergey Lavrov memberitahu media sebelum ini pada hari Khamis di luar sesi ke-68 Perhimpunan Agung PBB ini.

“Tidak akan ada penguatkuasaan selaras dengan Bab 7,” beliau menekankan.

Draf resolusi belakang perjanjian yang dicapai di Geneva mengenai komitmen Syria untuk meletakkan simpanan senjata kimia di bawah kawalan antarabangsa. Jika terdapat mana-mana pelanggaran oleh mana-mana pihak - sebagai resolusi juga menyeru pihak pembangkang untuk membantu dalam proses perlucutan senjata - Majlis Keselamatan akan mengadakan sekali lagi dan akan bersedia untuk mengambil langkah-langkah penguatkuasaan selaras dengan Bab 7, Lavrov berkata.

“Kita telah memuktamadkan draf yang akan dikemukakan di ibu pejabat Pertubuhan bagi Larangan Senjata Kimia di Hague minit apa-apa sekarang,” kata Lavrov dalam satu kenyataan pendek pada petang Khamis. “Kita juga telah bersetuju pada Amerika Syarikat-Rusia draf resolusi yang akan dikemukakan kepada Majlis Keselamatan lewat malam ini.”

Draf resolusi menekankan keperluan untuk bergantung kepada profesionalisme pakar OPCW dan panggilan kepada Setiausaha Agung PBB untuk membantu pakar-pakar dalam pelaksanaan perjanjian dicapai. Ia juga menggariskan kewajipan sebelah Syria perlu memenuhi sebagai ahli Konvensyen Senjata Kimia dan pihak yang menjemput kakitangan antarabangsa untuk mengambil kawalan dan akhirnya memusnahkan senjata kimia stok simpanan negara, Lavrov berkata.

Majlis Keselamatan PBB dijangka mengadakan rundingan tertutup mengenai draf resolusi Syria pada petang Khamis, wakil-wakil misi PBB Perancis memberitahu Reuters.

Duta Amerika Syarikat ke PBB Samantha Power juga mengesahkan perjanjian dengan Rusia telah dicapai, mengulas lanjut bahawa draf resolusi adalah “undang-undang yang mewajibkan Syria melepaskan senjata kimia mereka digunakan ke atas rakyat mereka.”

No ‘military measures’ in Syria draft resolution - Lavrov

A Syria resolution drafted by Russia and the US and submitted to the UN Security Council does not suggest immediate military action under Chapter 7 of the UN Charter, Russia’s FM Lavrov said. A vote on the measure could take place Friday evening.

The Council has begun consultations on the draft and may vote on the resolution on Friday evening, as soon as the Organization for the Prohibition of Chemical Weapons makes its own decision on the submitted draft, Russia’s UN envoy Vitaly Churkin said. 

Russian Foreign Minister Sergey Lavrov might slightly extend his visit to New York to take part in the vote, and his counterparts from the Security Council member states are considering similar moves, Churkin added.

The resolution which was submitted to the UN Security Council is fully in line with the Geneva framework on the destruction of chemical weapons in Syria, Sergey Lavrov told the press earlier on Thursday on the sidelines of the UN General Assembly's 68th session.

“There will be no enforcement in line with Chapter 7,” he emphasized.

The draft resolution backs the agreement reached in Geneva regarding Syria's commitment to place its chemical weapons stockpile under international control. If there is any violation by any party – as the resolution  also calls on the opposition to assist in the disarmament process – the Security Council will convene again and will be ready to take enforcement measures in line with Chapter 7, Lavrov said.

“We have finalized the draft which will be submitted at the headquarters of the Organization for the Prohibition of Chemical Weapons in the Hague any minute now," Lavrov said in a short statement on Thursday evening. "We have also agreed on a US-Russian draft resolution which will be submitted to the Security Council later tonight.”

The draft resolution emphasizes the need to rely on the professionalism of the OPCW experts and calls on the UN Secretary General to assist the experts in the implementation of the reached agreements. It further outlines the obligations the Syrian side should fulfill as a member of the Chemical Weapons Convention and the party who invited the international  personnel to take control of and ultimately  destroy the country's chemical weapons stockpiles, Lavrov said.

The UN Security Council is expected to hold a closed-door consultation on the Syria draft resolution on Thursday evening, representatives of the French UN mission told Reuters.

US envoy to the UN Samantha Power also confirmed an agreement with Russia has been reached, elaborating further that the draft resolution is “legally obligating Syria to give up chemical weapons they used on their people.”

Presiden Syria, Bashar Assad, berkata negaranya komited untuk perjanjian pada menyingkirkan senjata kimia, sambil menambah bahawa mereka adalah sesuatu yang membebankan, sebagai memusnahkan ia adalah mahal dan dia tidak mempunyai untuk ianya digunakan.

“Syria secara umumnya komited untuk semua perjanjian bahawa ia menandatangani,” kata Assad dalam temu bual dengan TeleSUR TV, sambil menambah bahawa kerajaan beliau mematuhi permintaan bahawa senjata kimia dikemukakan untuk dimusnahkan.

Dalam temu bual yang lain, dengan bahasa Arab harian Al ‘Akhbar, Assad menyatakan bahawa “di Syria terdapat beribu-ribu tan senjata kimia yang telah menjadi beban kepada kami, kerana kebinasaan ia kos banyak wang dan boleh mengambil tahun untuk memusnahkan.”

Damsyik telah mula menghantar butir-butir senjata kepada Pertubuhan bagi Larangan Senjata Kimia, yang menyelia perjanjian itu. Inspektor dari organisasi dijangka melawat Syria “dalam tempoh yang akan datang” untuk memeriksa status senjata.

Timbalan Menteri Luar Rusia Sergey Ryabkov berkata pada hari Khamis bahawa Moscow telah disediakan untuk membantu senjata kimia pengawal Syria sebelum mereka dimusnahkan. “Kami akan bersedia untuk membantu dalam menjaga kemudahan-kemudahan di mana kerja sedang dijalankan,” agensi berita Interfax melaporkan Ryabkov sebagai berkata semasa lawatan ke pameran senjata.

Assad memuji “Kerjasama dengan Rusia,” sambil menambah bahawa negara ini akan campur tangan jika Syria diserang. Assad belum dihapuskan idea bahawa Amerika Syarikat masih boleh menyerang, walaupun komitmen penuh kepada mana-mana perjanjian.

“Senjata-senjata kimia tidak matlamat Amerika Syarikat dan sekutu-sekutu mereka, dan mereka tidak pernah menjadi . . . mereka mahu mengubah keseimbangan kuasa dan untuk melindungi Israel,” katanya mengulas.

Majlis Keselamatan PBB kini bekerja di bersetuju untuk satu resolusi mengenai senjata kimia di Syria yang boleh diterima di mata kedua-dua Rusia dan negara-negara Barat.

Perjanjian senjata kimia telah dipersetujui berikutan serangan yang berlaku di pinggir bandar timur Damsyik pada 21 Ogos, yang mengorbankan beratus-ratus orang. Pakar-pakar PBB menetapkan bahawa gas sarin telah digunakan, dan kembali ke Damsyik pada hari Rabu untuk menjalankan siasatan ke dalam serangan lain yang didakwa.

"Kami adalah orang-orang yang menjemput mereka untuk datang ke Syria pada Mac apabila pengganas menggunakan gas racun di pinggir bandar bandar Aleppo," katanya.

Kerajaan Assad dituduh menjalankan serangan Ogos oleh Washington dan sekutu-sekutu barat, manakala pemimpin Syria menafikan penglibatan.

Manakala selebihnya sedar tentang kemungkinan serangan Amerika Syarikat, Assad menyatakan bahawa dia tidak terlalu-bimbang tentang kemungkinan bahawa PBB boleh meluluskan resolusi yang membenarkan penggunaan kekerasan terhadap kerajaan.

"Hari ini terdapat kira-kira dalam Majlis Keselamatan," katanya, merujuk kepada Rusia.

Assad dubs Chemical Weapons ‘burden’ . . .

Syria’s president, Bashar Assad, said his country is committed to its agreements on getting rid of chemical weapons, adding that they are something of a burden, as their destruction is costly and he has no use for them.

“Syria is generally committed to all the agreements that it signs,” Assad said in an interview with TeleSUR TV, adding that his government is complying with the demand that chemical weapons be submitted for destruction.

In another interview, with Arabic daily Al-Akhbar, Assad stated that “in Syria there are thousands of tons of chemical weapons that have become a burden to us, since their destruction costs a great deal of money and could take years to destroy.”

Damascus has started sending details of its arsenal to the Organization for the Prohibition of Chemical Weapons, which is supervising the deal. Inspectors from the organization are expected to visit Syria “in the coming period” to examine the status of the weapons.  

However, Assad also said there was “always the possibility that the terrorists will obstruct the work of the experts by preventing them from accessing certain places.” Assad’s government refers to the rebels as “terrorists.”

Syria will suffer no great loss should the weaponry be removed from the country, Assad said.  He pointed out that Syria has considerably more sophisticated weapons in his arsenal. “We now possess deterrent weapons that are more important and more sophisticated than chemical weapons,” he said.

“We created chemical weapons in the 80s as a deterrent against Israel's nuclear arsenal. Today, it is no longer a weapon of deterrence,” Assad said.

Russian Deputy Foreign Minister Sergey Ryabkov said on Thursday that Moscow was prepared to help guard Syria’s chemical weapons before they get destroyed. “We will be ready to help in guarding those facilities where work is being carried out,” Interfax news agency reported Ryabkov as saying during a visit to an arms fair.

Assad praised a “collaboration with Russia,” adding that the country would intervene if Syria is attacked. Assad has not yet eliminated the idea that the US could still strike, despite his full commitment to any agreement.

“The chemical weapons are not the goal of the United States and their allies, and they never have been…they wanted to change the balance of power and to protect Israel,” he commented.

The UN Security Council is currently working on agreeing to a resolution on Syria’s chemical weapons that is acceptable in the eyes of both Russia and Western countries.

The chemical weapons deal was agreed to following an attack which took place in an eastern suburb of Damascus on August 21, which killed hundreds of people. UN experts established that sarin gas had been used, and returned to Damascus on Wednesday to conduct investigations into other alleged attacks.

“We are the ones who invited them to come to Syria in March when the terrorists used poison gas in a suburb of the city of Aleppo,” he said.

Assad’s government was accused of carrying out the August assault by Washington and its western allies, while Syria’s leader denies involvement.

While remaining aware of the possibility of a US strike, Assad stated that he is not overly-concerned about the possibility that the UN may pass a resolution allowing the use of force against his government.

“Today there is balance in the Security Council,” he said, referring to Russia.

All the normal checks had taken place ahead of an F-16 test flight in Florida. There was just one thing missing...the pilot. However, that was intentional. The engine fired up; the plane burned down the runway; it even took off in picture-perfect style . . . unmanned. Boeing's reconfigured jet was soon at 40,000 ft making the kind of manoeuvres that pilots had major training to do.

A perfect barrel roll, not controlled at the joystick but by remote control, on the ground at Tyndall Air Force Base. Two test pilots flew the newly-named QF-16 jet towards the Gulf of Mexico and back again, landing successfully in a way which was described as "better than any (flying) pilot has done." Boeing says these fighter jets could be used to help train future pilots and give them something to aim their weapons at. First production deliveries to the US Air Force could be in 2015.
