President Obama could well consider a military strike in Syria despite the British Parliament rejecting a motion authorizing the UK’s involvement in the conflict.
White House officials told reporters Thursday that the statement from United States’ closest ally, reluctance from the United Nations Security Council, and widespread uncertainty in the US Congress would not be enough to sway Obama from a limited missile strike on Syrian targets.
Obama, who has been criticized for not consulting with Congress over Syria, met with lawmakers and other top leaders in a White House conference call Thursday.
“We have seen the result of the Parliament vote in the UK tonight. The US will continue to consult with the UK government - one of our closest allies and friends. As we've said, President Obama's decision-making will be guided by what is in the best interests of the United States,” said a White House statement following the meeting. “He believes that there are core interests at stake for the United States and that countries who violate international norms regarding chemical weapons need to be held accountable.”
The administration also plans to release a declassified intelligence report on the recent chemical weapons attacks in Syria Friday, according to Major Garrett of CBS News. The White House will reportedly release the legal justification for military action if Obama orders it, as well.
“When the president reaches a determination about the appropriate response . . . and a legal justification is required to substantiate or to back up that decision, we’ll produce one on our own,” White House spokesman Josh Earnest said in the hours before the British vote.
Thursday’s intelligence presentation did not implicate Assad in the chemical weapons attack in the suburbs of Damascus, White House aides told the New York Times, but administration officials believe they have “enough evidence to carry out a limited strike that would deter the Syrian government from using these weapons again.”
Assad and the Syrian government have blamed the chemical attack, documented in gruesome footage throughout the Internet, on opposition forces. The White House has admitted that the US has “no smoking gun” to prove Assad was behind the attack, leaving enough doubt for the British House of Commons to reject military action.
While UK MPs debated possible a possible missile strike US Congress was in the midst of a summer recess, although Senator Dianne Feinstein of California said a vote would not be necessary.
“There have been consultations. There will be more consultations,” she told Time magazine. “This is not to send troops over, as I understand it . . . obviously, it would be good to wait, but if time is of the essence that’s the decision the administration has to make. I think there is lots of ways of doing consultations which is adequate.”

The S-300 anti-aircraft systems that Moscow planned to deliver to Iran under agreements from 2007 are now completely dismantled and recycled, the head of the company producing the S-300 systems said.
“The equipment, which was intended for Iran, is no more,” Vladislav Menshikov, CEO of air-defense systems manufacturer Almaz-Antei, told RIA Novosti news agency. “We’ve dismantled it completely. The individual elements, which could’ve been used, were partially used. Partially, the utilization was performed.”
“This is absolutely credible information,” he said.
According to Menshikov, the recycling of the Iran-bound S-300 systems was necessary as each contract is designed for a specific buyer and "therefore, can’t be reoriented for some other client.”
“The list of equipment is different here, the special requirements are different and the software is different too,” he said.
Moscow and Tehran have signed the $800 million deal in late 2007, but three year after Russia decided not to ship the S-300 missile systems to Iran.
The move followed a new batch of sanctions against Iran and its nuclear program by the UN Security Council, which prohibited the sale of modern weaponry to the country.
Moscow said the contract to supply the S-300 systems produced by Almaz-Antei to Iran fell under the international restrictions.
Tehran reacted by filing a $4 billion lawsuit against Russian weapon exporter Rosoboronexport to the International Court of Arbitration in Geneva, Switzerland.
In June, media reports claimed that Russia had offered Iran to replace the S-300s with the more capable Antey-2500 anti-aircraft systems, but Tehran denied those reports.
This week Iran’s ambassador to Russia said that his country was “ready to show flexibility” on the S-300 issue, but didn’t reveal any further details.

UK sends jets to Cyprus in what it insists is a defensive move
British Prime Minster said it is “unthinkable" that Britain would launch military action against Syria if there was strong opposition at the United Nations Security Council, as British jets deploy to Cyprus.
Prime Minister David Cameron told the House of Commons in a debate on Syria on Thursday that Britain would not enter into military action until the UN inspectors report back, until MPs take a second vote and until there is backing from the Security Council in the United Nations.
The prime minister also said, however, that it was inconceivable that Britain should do nothing in the face of the use of chemical weapons. Cameron said that while there wasn’t a “smoking gun” of evidence that Assad had used chemical weapons, the evidence was substantial. Supporting military action was a judgment call, he said.
Britain’s government has published internal legal advice and intelligence, saying it is entitled to take military action in Syria, even if the UN Security Council votes against it, as Typhoon jets deploy to Cyprus.
Earlier Thursday, the British government claimed that military action in Syria without UN approval was legal and justifiable, in the clearest indication yet that military intervention in the country is in the cards.
“Military intervention to strike specific targets with the aim of deterring and disrupting further such attacks would be necessary and proportionate and therefore legally justifiable,” a copy of the British government legal position read.
“If action in the Security Council is blocked, the UK would still be permitted under international law to take exceptional measures in order to alleviate the scale of the overwhelming humanitarian catastrophe in Syria,” the document continued.

The UK government also released a letter from the Joint Intelligence Committee that said there were “no plausible alternative scenarios” except that forces loyal to Assad had perpetrated the chemical attack near Damascus.
“We also have a limited but growing body of intelligence which supports the judgment that the regime was responsible for the attacks and that they were conducted to help clear the opposition from strategic parts of Damascus,” the letter continued.
Britain’s Defense Ministry confirmed Thursday that six Typhoon fighter jets had been sent to the Royal Air Force base in Akrotiri in Cyprus as a “prudent and precautionary measure.” The ministry insisted they were not being sent there to take part in any military strike against Syria.
“We can confirm that as part of ongoing contingency planning, six RAF Typhoon interceptor fast jets are deploying this morning to Akrotiri in Cyprus,” a ministry spokesman said. Around 2,500 British military personnel serve at the Akrotiri base in Cyprus.

“I didn’t think that the decision should be made on an artificial timetable when the House of Commons wouldn’t even have seen the evidence today from the UN weapons inspectors,” Miliband added.
Meanwhile, Nick Clegg, the Deputy Prime Minister, whose Liberal Democrats party opposed the war in Iraq in 2003, said the government was “bending over backwards” to address public concerns about intervention in Syria.
